Pursuant to 30-A MRSA Section 2526(2) and by Charter in Section 2-510 an Assessment Review Board was established. The Town Council appoints this five members board (3 yr terms) as provided by state law and Charter and required Council to adopt appropriate ordinances establishing the terms of these members and the procedures to be followed in processing appeals from decisions of the Tax Assessor.

Sec. 2-511 Powers and duties.

The board shall hear and decide all appeals properly taken from the refusal of the assessor to make such property tax abatements, in whole or in part, as may be applied for. The board shall take evidence in a form as it deems appropriate and, under the circumstances, may grant, in whole or in part, an abatement, or deny a request for abatement, all in accordance with standards for abatements under state law and as delineated in the ordinance from which this chapter was derived.

Sec. 2-512 Appointments. All five members shall be appointed by the Council and registered voters of the town. Vacancies shall be fileed for the remainder of any unexpired term. In the absence of appointments, the Town Council shall act as the Board of Assessment Review.

Pursuant to Home Rule authority granted to municipalities in Maine under the Maine Constitution, Article VIII, and 30-A MRSA Section 3001 and in accordance with the provision of 30-A MRSA Section 2691, the Zoning Board of Appeals was reconstituted, recreated, and established.

The zoning board of appeals shall consist of seven full members who shall be appointed by the municipal officers and sworn into office by the town clerk or other person authorized to administer oaths. The term of office for each zoning board of appeals member shall be at least three years and no more than five years as determined by the municipal officers and shall be staggered terms. Those terms in place at the time of the adoption of this amendment shall continue for the remainder of each appointed term and terms that are designated as alternate, shall be full members..
All members must be residents of Lisbon and registered voters. Municipal officers, planning board members, or spouses of municipal officers, planning board members, or zoning board of appeals members are prohibited (Sec 70-114) from serving on the zoning board of appeals.

Sec. 5.53 Zoning Board of Appeals. The Zoning Board of appeals shall annually elect one of its members as its Chair. No member may be elected to more than two consecutive terms as Chair. Vacancies need to be filled in 60 days.

The Board decides on administrative appeals and variance appeals requests. Applications are due 10 days prior to meetings. This board meets on the 3rd Monday of each month as needed.

Sec. 74-151. - Revolving loan fund (RLF). The advisory loan committee (comprised of no greater than seven members) will meet monthly to process applications. Special meetings of the committee may be called if time is a factor. The committee shall approve, deny or table applications, as they deem necessary. Approved applications will be submitted to the Lisbon Town Council in the form of a commitment letter for final ratification.

The CDBG Citizen Advisory Committee works on a variety of Community Development Initiatives, including Downtown Revitalization and Economic Development.

Sec. 2-565. - Members; duties. The Town of Lisbon Cemetery Committee will have five regular members and two alternate members appointed by the town council. Regular members shall be legal residents of the Town of Lisbon. They shall serve without compensation.

The superintendent will serve as a non-voting, ex-officio member of the committee. The term of office of each regular member shall be three years.

The cemetery committee shall serve in an advisory capacity to the town council. The cemetery committee shall make recommendations to the town council concerning:

(1)Rules and regulations pertaining to cemetery maintenance and operations. (2)Policy for the operation, care and maintenance of cemeteries, including recommendations for capital expenditures. (3)Fees to be charged for cemetery services.

The Lisbon Conservation Commission is a municipal advisory board. The commission’s goal is to voluntarily undertake a variety of environmental, recreational and land use activities. The commission’s intent is to work with the town officials, the planning board and private organizations to monitor developments, protect special natural resources and generally work to keep our community an attractive place to live, work and raise our families. The Conservation Commission meets on the 2nd Tuesday of each month at 6 pm Beaver Park Lodge.

This board meets on the 1st and 3rd Tuesdays of each month at 7:00 PM unless changed by the Council at a prior meeting. Workshops are scheduled by the Council prior to the event and are added to the Council's calendar on our website.

Councilors arrive typically 30 minutes prior to their meetings and may be available to meet with residents.

The ethics panel shall have the authority to issue advisory opinions on questions relating to conflicts of interest.

Sec. 12-3 Ethics Panel (a)Establishment of ethics panel. There shall be established an ethics panel consisting of three regular voting members and two alternate members. Two regular voting members and one alternate member of the ethics panel shall be appointed by the town council, and one regular voting member and one alternate member of the ethics panel shall be appointed by the school committee. A regular voting member or alternate member of the ethics panel may not hold any other town or school department office or position or be a member of any board or commission for which members receive compensation for their service and to which the town council or school committee have appointing authority. If a member of the ethics panel serves on any other Town board or commission, the member shall refrain from participation in any ethics panel matter that relates to the other Town board or commission on which the member serves.

Division 2. Finance Committee. The finance committee shall be an ADHOC committee of the Council. The committee shall be comprised of five residents appointed by the Council. There shall be one school committee liaison, and one Council liaison with no voting privileges. The Finance Director and School Business Manager shall attend all meetings. The Town Manager and School Superintendent shall attend when necessary. Members shall be appointed annually in June prior to July 1st. Members shall serve three year staggered terms, concurrent with the July 1st to June 30th fiscal year. At its first meeting, the committee shall select its chair and vice chair. Members must attend ½ of the meetings per year to remain in good standing.

Meetings will be held on the last Monday of the month at 5:00 PM. All members of this board must complete the FOA Training and file a certificate with the Town Clerk.

Sec. 2-507 Meetings. ...The committee shall have the following duties:

(a) Review and make recommendations to the town council on the municipal and school annualoperating budgets presented;

(b) Review and make recommendations on annual capital expenditure as presented by thetown manager and finance director;

(c) Review and make recommendations on supplemental appropriations and expenditures andother budgetary action whenever proposed by the town manager;

(d) Encourage and participate in long-range financial planning;

(e) Review as requested by the town manager and school superintendent, requests for proposalsfor the purchase of municipal and school goods or services;

(f) In consultation with the town's administration, review and make recommendations onpolicies and/or procedures relating to the financial affairs of the town;

(g) Review annual audit findings as presented by auditor;

(h) Review monthly budget to actual statements as prepared by the finance department;

(i) Participate and make recommendations on the capital improvement plan;

(j) Make recommendations on referendum questions for a ballot; and

(k) Make such other recommendations on fiscal matters and/or projects as it may from time to time be deem advisable by town council or school committee

The library board shall oversee and administer all library facilities under the jurisdiction of the town as directed by the town council.

Section 2-556 Established. The ECD Director and Town Planner are staff only & not voting members.

Sec 2-557 Membership (a) Appointment. Appointments to the LDC shall be made by the town council. There shall be 7 regular members of committee with up to 4 associate members. Regular members shall be residents of the town, but the town council may appoint non-residents who are Lisbon property taxpayers or Lisbon business owners as associate members. Current planning board members(either regular or associate) may serve as either regular or associate members of the LDC.

Sec 2-558 Mission; duties; powers. The LDC shall advise and make recommendations to the town council on matters related to revitalization, redevelopment and growth of the heart of Lisbon, including matters related to implementation of the RT 196 Master Plan and the downtown development plan as established by the town council. The committee also may advise and make recommendations to the town council regarding an appropriate mix of business, residential, and recreational development for the town. The committee shall work collaboratively with the economic and community development director, town planner, CEO, and other town committees,as appropriate. In doing its work, the committee will focus on the roads and highways that are encompassed in the growth areas of the Lisbon Comprehensive Plan, the town trail system, and economic development projects that may be in the interest of the town. The LDC may gather information as may be applicable to the duties of the committee and community interests and needs.

(b) The LDC shall perform such other duties and exercise such others powers as may be assigned by the town council or by town ordinance.

(c) The LDC may obtain goods and services necessary to its proper function within the limits of appropriations made for the purpose.

The Committee is an advisory committee to provide advice and recommendations to the Town Council on the operation and administration of the Lisbon Parks and Recreation Department and its programming.

Planning board members are appointed by the Town Council for a 3-year staggered term. The Board maintains the Comprehensive Plan and develops and maintains all other land use ordinances. It also reviews subdivisions and conditional use applications and other items as may be required by state law, town charter and it's own bylaws. Applications to be reviewed must be received by the close of business on the Thursday (or last regular working day) at least one week before the next regular or specially scheduled meeting. Meets on the 2nd & 4th Thursdays of the month at the Town Hall in the Public Meeting Room at 7:00 PM.

The School Committee shall have all the powers and duties prescribed for superintending school committees by the general laws of the State of Maine. The School Committee shall direct the operations of the School Department of the Town of Lisbon and for financial purposes shall be governed by Article VI.

The Committee meets on the 2nd & 4th Mondays of the month at Town Hall in the public meeting room at 6:00 PM. Meetings are available from the town's website under the tab for Live Video Streaming and are archived for 5 years.

Title 10 - Part 6: Chapter 501: Weights and Measures Law - Subchapter 4-A Local Sealers: §2461. Election by municipal officers The municipal officers of a municipality may elect or appoint a sealer of weights and measures, and a deputy sealer if necessary, not necessarily a resident of that municipality, and the sealer and deputy sealer hold office during their efficiency and the faithful performance of their duties. The state sealer has final approval authority over a sealer or deputy sealer elected or appointed pursuant to this section. Prior to approval or assuming any duties, a sealer or deputy sealer elected or appointed pursuant to this section must successfully complete certification by the National Conference on Weights and Measures as a weights and measures professional in the National Conference on Weights and Measures professional certification program for the device types the sealer or deputy sealer wishes to seal.

On complaint being made to the municipal officers of the inefficiency or neglect of duty of a sealer or deputy sealer, the municipal officers shall set a date for and give notice of a hearing to the complainant, the relevant sealer and the state sealer. If evidence satisfies the municipal officers that the sealer or deputy sealer has been inefficient or has neglected the sealer's or deputy sealer's duty, they may remove the sealer or deputy sealer from office and elect or appoint another in the sealer's or deputy sealer's stead.

The state sealer has jurisdiction over a sealer or deputy sealer elected or appointed pursuant to this section, and any vacancy caused by death or resignation must be filled by election or appointment by the municipal officers within 30 days.

Within 10 days after each such election or appointment, the clerk of each municipality shall communicate the name of the person so elected or appointed to the state sealer. A sealer of weights and measures in any municipality may be sealer for several municipalities, if such is the pleasure of the municipal officers of those municipalities, as long as this action receives the approval of the state sealer.

The state sealer or the state sealer's designee shall test and certify annually municipal weights and measures equipment used by a sealer or deputy sealer elected or appointed pursuant to this section.

Board began by appointments made on 09/18/2007.

Each member nominated by the municipal committees of the major political parties and appointed to the board shall serve for 3 years and until the member's successor is appointed and sworn.

The member nominated by the clerk of the municipality and appointed to the board shall serve for 4 years and until that member's successor is appointed and sworn. The member nominated by the clerk of the municipality is chairman of the board.

Vacancy. When there is a vacancy on the board, the alternate board member nominated by the municipal committee of the political party of the former incumbent shall serve. If an alternate is not available, the municipal officers shall appoint a qualified person nominated by the municipal committee of the party of the former incumbent to fill the vacancy. If the vacancy is in the office of the chair of the board, the municipal officers shall appoint a qualified person nominated by the clerk of the municipality to fill the vacancy. Vacancies must be filled for the remainder of the term of office.

Meets on the 2nd Tuesday of the month at the Water Department at 5:30 PM

There shall continue to be a Board of Water Commissioners which shall have the powers,duties, and responsibilities set forth in chapter 241 of the Maine Private and Special Laws of 1903 as amended by chapter 34 of the Maine Private and Special Laws of 1955,except as provided in this Charter.
