How to Register to Vote

Fill out a voter registration card.   Print voter registration card and/or instructions here.  Submit proof of Identity (Driver’s License, State ID, Social Security Card, or Birth Certificate or for other acceptable items see more detailed explaintion below) and proof of residency (Driver’s License if your local street address is listed as Lisbon, vehicle registration if your local street address is listed as Lisbon, tax bill, utility bill, or check book as long as it shows your physical street address is in Lisbon or for other acceptable items see more detailed explanation below). 


A more detailed explanation is as follows: 

New Voters Only: All new voters must provide the applicable unique ID number on their voter registration application.  The ID number that must be provided is in the following priority: 
 

a) Maine Driver's License or State ID number - If the voter has a Maine Driver's License or State ID, this is the ID number that must be provided, or

b) Last 4 digits of your Social Security Number - only if the voter does not have a Maine Driver's License or State ID number, the voter must provide the last 4 digits of the SSN, or

c) Indicate "None" - in the rare instance when a voter has neither number, they may indicate "None". 

If the identification number is not validated in the Central Voter Registration System, the voter's name will be flagged on the Incoming Voting List as needing to show ID.  The voter must then provide this ID prior to voting or the voter must vote a challenged ballot.
 
The law provides a list of factors the registrar may consider in verifying the identity of a new voter: 
 

a) Any government-issued photograph identification document or credential, including a current and valid United States passport, military identification, driver's license or state identification card;

b) A government-issued identification document without a photograph, including a certified birth certificate or a signed social security card;

c) An offical document, including but not limited to, a document confirming eligibility determination for public benefits, a utility bill, a bank statement, a government check, a paycheck or other government document that shows the name and address of the voter; or

d) A verfied unique identifier for new voters, including the voter's Maine Driver's License number or Maine State ID number or the last 4 digits of the voter's social security number that are successfully verfied through the Central Voter Registration system.  Per Title 21-A Section 112: http://www.mainelegislature.org/legis/statutes/21-A/title21-Asec112-A.html

Remember - The registrar does not need to see all of the factors to determine if an applican qualifies to register to vote in the municipality.

Proof of Residency (All Voters): 

1) An applicant may use their Maine Driver's License/Maine State ID for both the Proof of ID and Proof of Residency, providing the address is a current residence address. 

2) The voter may provide any documentation of residency that meets the requirement of Title 21-A, Section 112:  http://www.mainelegislature.org/legis/statutes/21-A/title21-Asec112.html

§112. Residence for voting purposes

Voting residence is governed by the following provisions.   [PL 1985, c. 161, §6 (NEW).]

1.  Residence.  The residence of a person is that place where the person has established a fixed and principal home to which the person, whenever temporarily absent, intends to return.  

A. The following factors may be offered by an applicant and considered by a registrar in determining a person's residence under this section. The registrar need not find all of these factors to be present in order to conclude that an applicant qualifies to register to vote in the municipality:   (1) A direct statement of intention by the person pursuant to section 121, subsection 1; (2) The location of any dwelling currently occupied by the person; (6) The place where any motor vehicle owned by the person is registered; (8) The residence address, not a post office box, shown on a current income tax return; (9) The residence address, not a post office box, at which the person's mail is received; (10) The residence address, not a post office box, shown on any current resident hunting or fishing licenses held by the person; (12) The residence address, not a post office box, shown on any motor vehicle operator's license held by the person; (14) The receipt of any public benefit conditioned upon residency, defined substantially as provided in this subsection; or (16) Any other objective facts tending to indicate a person's place of residence.  

Remember - The registrar does not need to request or see all of the factors to determine if an applicant qualifies to register to vote in the municipality.
