The Town Clerk role began when Lisbon incorporated in 1799. Twila Lycette is the 26th Clerk to serve Lisbon. The Board of Selectmen appointed her in 1986. She graduated from the Municipal Clerk's Institute in 1989, achieved her Certified Municipal Clerks (CMC) designation in 1991, and was awarded her Lifetime Certified Clerk of Maine (CCM) certification in 1999.
Twila received her Master Municipal Clerk designation in January 2010 by the International Institute of Municipal Clerks and is a registered parliamentarian. She currently serves on the State of Maine Archives Advisory Board as Chairman and is the Past President of the Androscoggin / Kennebec County Clerks Association, and past President of the Maine Town And City Clerk's Association.
It's our goal to help make the democratic process work smoothly in hopes that a well-informed citizenry can participate in the day to day operations of their local government.
The Town Clerk provides the communication link between the citizens, the Council and Manager, administrative departments, and agencies of government at other levels. The Town Clerk serves as the information center by making available the records of local government (ordinances, meeting minutes, legal documents, etc.), explaining procedures, distributing published materials and answering questions pertaining to municipal government activities along with administering State and Local Elections for the Town of Lisbon.
